公共投资工程绩效评价研究--基于低碳经济模式

摘　　要：随着全球气候变暖和能源资源供应的日益紧张,世界各国人民都开始关注以低能耗、低排放、低污染为基础的"低碳经济"模式。我国的公共投资工程绩效评价在设定目标时需要考虑经济性、效率性、效果性、社会性和生态性。本文分析了低碳经济对公共投资工程绩效评价提出的新要求,在遵循绩效评价指标构建原则和内容的基础上,构建了符合低碳经济模式的公共投资工程绩效评价指标,如项目前期投入、项目中期运营和项目产出指标等,提出了公共投资工程绩效优化的对策。Along with global warming and the increasingly short supply of energy resources, people all over the world are beginning to pay attention to the ＂low carbon economy＂ mode based on low energy consumption, low emissions and low pollution. Eval- uation of public investment project performance in China needs to take economy, efficiency, effectiveness, sociality and e- cology into consideration when goals are set. This paper analyzes the new requirements on evaluation of public investment project performance put forward by low carbon economy, constructs the performance evaluation indexes of the public invest- ment project in accordance with the ＂low carbon economy＂ mode based on performance evaluation index system principles and contents, including project investment, project interim operation, project output indicators and so on, and puts forward some countermeasures to optimize performance of public investment project.
