论统筹城乡背景下农民社会保障管理制度的构建与完善——基于宪政视角

摘　　要：农民社会保障管理制度的构建及完善,是经济社会发展的必然选择,也是党和政府的必然选择。文章在充分分析中国农民社会保障管理制度存在的问题基础上,基于宪政视角,探析农民社会保障的基本权利以及宪政与农民社会保障管理构建与完善的相关性,并提出在统筹城乡背景下需要积极构建与完善中国农民社会保障管理制度。Building and perfecting farmers＇ nomic and social development and constitutional social security management system is the inevitable choice of eco- government. On the basis of the analysis of existing problems of Chi- nese farmers＇ social security management system, from the constitutional perspective, this paper analyzes the basic rights of farmers＇ social security and the correlation between the constitutional government and building and perfecting farmers＇ social security management, and puts forward the idea that actively builds and perfects Chinese farmers＇ so- cial security management under the background of overall urban and rural development.
