摘 要:为合理评价湖南省农村饮水安全建设的成效,阐述了农村饮水安全建设效果后评价内涵,提出了包含工程实施过程、工程效益、工程建后运行管理情况、工程生态环境影响等4方面共14个具体指标的农村饮水安全效果后评价指标体系,并分别采用AHP法、TOPSIS法和云模型3种方法对农村饮水安全效果进行综合评价。结果表明:湖南省大部分地区的农村饮水安全建设效果良好;TOPSIS法和云模型在农村饮水安全效果后评价中均具有较好的适用性,云模型在农村饮水安全效果后评价中区分度更高。To reasonably assess the construction effectiveness of rural drinking water safety in Hunan Province, this paper expounds the connotation of the post-assessment of the rural drinking water safety construction effectiveness. A comprehensive assessment in- dex system for the construction effectiveness of rural drinking water safety is proposed, which includes the project implementation, the project benefits, the operation and management after construction and the ecological and environmental impacts of the project. And fourteen specific indicators of these four aspects are constructed. And AHP method, TOPSIS method and cloud model method are used to assess the construction effectiveness of rural drinking water safety. The result shows that the construction effectiveness of rural drinking water safety is good in most parts of Hunan Province. And furthermore, TOPSIS method and cloud model method are well applicable in the post-assessment of the rural drinking water safety construction effectiveness, cloud model method possesses a high degree of distinction in the post-assessment of the rural drinking water safety construction effectiveness.
