摘 要:两部制水价制度是相对于单一制水价制度的一种效率改进,核心问题是各利益主体之间达成一致的利益再调整。对于水资源调配工程,水价机制直接影响到工程能否长期稳定地发挥效益并保障受水区经济社会的可持续发展,因此,对其进行两部制水价研究具有十分重要的意义。考虑到两部制水价的内涵、制定原则和供水工程特点,针对两部制水价通用模式展开讨论,并提出了两种水价模式的计算方法,分析影响水价的主要因素,并结合具体的供水工程实例,对两种水价计算模式进行分析和比较,结果表明模式二更加合理,在实际工程运行中可实施性更强。Two-part tariff system is an improvement of efficiency relative to a single price system, the core issue of which is to reach an agreement between the various stakeholders in the readjustment of interest. For water resources projects, water price mechanism has a direct impact on whether the project can play a long-term stability benefit and guarantee the receiving water area an economic and social sustainable development, so its two-part tariff study is of great significance. Taking the content and principles of the two- part tariff and the characteristics of water supply project into account, this paper launches the discussion for the general pattern of the two-part tariff and puts forward two price calculation models. Then the main factors affecting the price of water are analyzed. Based on a specific instance of the water supply project, the two calculation models are analyzed and compared. The result shows that Mode Two is more reasonable and more practical in the actual operation of the project.
