摘 要:对外直接投资对投资母国的逆向技术溢出效应是国际技术溢出研究的新论题。本文在总览国内外相关文献的基础上,梳理了对外直接投资逆向技术溢出机理,构建了对外直接投资促进母国技术进步的实证分析模型,并利用10个典型发展中国家和地区数据进行了实证检验。实证结果表明,发展中国家和地区通过对技术领先国家直接投资获得的逆向技术溢出对其技术进步有显著促进作用,其中国内研发所代表的吸收能力对技术溢出效应有显著影响;印度和俄罗斯对技术领先国家的直接投资已对其技术进步起到显著促进作用,其他国家和地区则作用甚微;发展中国家和地区对中等发达国家的直接投资对其技术进步的作用较小,有些国家和地区甚至表现出抑制作用。The reverse technology spillover effects of OFDI on the home country are the new issue of study on the international technolo-gy spillovers. Based on the overview of foreign and domestic related papers,this paper summarizes the mechanism of the reverse technology spillover of OFDI,constructs the empirical model that OFDI promotes the technological progress of homeland,and makes the empirical test by the data of 10 typical developing countries and regions. The empirical results are as follows: Developing countries and regions can achieve technical progress by reverse technology spillover gained from technology-leading countries,and the absorptive capacity represented by domestic R&D has a significant impact on technology spillover effects. OFDI of India and Russian Federation to technology-leading developed countries have made a significant effect on their technical progress,but other countries and regions have only little effect. Meanwhile,it is found that OFDI of developing countries and regions to moderately developed countries have a small role to their technical progress,and even show inhibitory effect in some countries and regions.
