摘　　要：全球治理格局在过去几年中发生了重大变化。发达国家逐渐摆脱了全球性金融危机爆发以来的经济增长停滞态势,以金砖国家为代表的新兴经济体则似乎正丧失世界经济增长领跑者的地位,不得不转向致力于内部的调整和改革。发达国家对以金砖国家为代表的新兴经济体参与全球治理的态度由此而发生巨大变化,从过去的容忍或有限的欢迎,转变为如今的排斥和抵制,"金砖失色论"大行其道,金砖国家合作参与全球治理的空间受到明显的挤压。但金砖国家合作势头非但没有减弱,反而出现了一系列新的发展。金砖国家不仅在区域合作中展现了新的魅力,而且在国际政治中加强了政策协调和相互支持,为国际关系民主化提供了新的路径选择。今后的金砖国家合作将沿着积极参与全球治理和着力推动相互间务实合作两个维度展开,主要体现为以下四个方面:积极谋求经济增长、纠正相互间贸易不平衡;主动参与新一轮国际经贸规则制定;朝"一体化大市场、多层次大流通、陆海空大联通、文化大交流"的目标迈进;发挥金砖国家智库理事会引领议题的作用,凝聚合作共识,筹组金砖国家大学联盟,开展人文大交流,培养金砖合作人才。The past few years have witnessed profound changes to the pattern of global governance. Developed countries have barely emerged out of the economic stagnation resulting from the global financial crisis. Emerging countries, represented by the BRICS members seem to have been losing ground as the leaders of global growth and increasingly looking inward for adjustment and reforms. As a result, developed countries' attitude towards emerging economies' involvement in global governance have changed, shifting from tolerance and grudging welcome in the past to today's resistance and exclusion. The talk of the fading BRICS prevails and the bloc is being squeezed in terms of their participation in global governance. Notwithstanding, instead of losing momentum, the bloc has been engaging with one another in a new round of closer cooperation. BRICS not only presents new features of regional cooperation, but also enhances policy coordination and mutual support for each other, providing new approaches to the democratization of international relations. Looking into the future, cooperation among the BRICS members will be conducted at two levels, namely, active involvement in global governance, and strengthened practical cooperation in the bloc. Firstly, BRICS members will seek economic growth and correct the bilateral trade imbalance. Secondly, the bloc will proactively engage in a new round of norms-making process for international trade. Thirdly, it will move closer to the goal of 'an integrated grand market with multi-level transportation, land-air-sea connectivity, and higher level of cultural exchange'. Fourthly, it will enhance the role of the BRICS Think-Tank Council in agenda-setting to rally consensus for cooperation, prepare for the establishment of an association of BRICS universities, increase cultural and people-to-people exchanges, and train experts on BRICS cooperation.
