摘　　要：分析了国内外现有研究成果及在提高创新力的过程中科技资源配置所起到的重要作用,探讨了国内科技资源配置的现状以及存在的问题,提出了优化人才资源配置方式,提高创新人力资源配置;优化金融资源配置方式,提高创新基础资源配置;优化产业资源配置方式,提高创新活力的机制等对策建议。through the analysis of existing research results at home and abroad, puts forward the significance in improving the innovation ability in the process of collection of science and technology resources allocation plays, a- nalysis of the current situation of domestic science and technology resource allocation and many problems exist at present, put forward the optimization of talent resources, the innovation of human resource, financial resource allo- cation, improve the innovation based resource allocation; optimization distribution of industry resources, mechanism to improve the innovation vigor Countermeasures and Suggestions such as.
