摘　　要：美国在向现代社会转型的时期,产生了许多社会问题。面对这些社会问题,美国各界积极行动起来,实行改革,形成了以舆论为先导,民众为主力,各级政府为主导的解决社会问题的模式。这种模式对其他国家解决社会转型中遇到的问题具有启示与借鉴作用。In the late 19th century and the early 20th century, many social problems arose with the economic development and the coming of the society-transitional era of America. Corruption went around, social conflicts grew sharply, environmental problems were becoming more and more serious, and interpersonal relationship was becoming more and more abnormal. To tackle such problems, people of all walks of life began to take actions. A pioneer force was gradually accumulating around the public press led by governments of all levels. Such a processing mode may be of benefit to other countries in the social-transitional period.
