制度性贫困催生的包容性增长:找寻一种减贫新思路

摘　　要：在回顾相关反贫困理论基础上,提出了制度性贫困概念,构建了包容性增长减贫模式。应对依靠经济增长和收入分配"从上而下"的传统减贫思路进行拓展,充分重视依靠自生能力和社会流动"自下而上"的减贫新思路,两种减贫思路相结合的包容性增长减贫新模式是缓解制度性贫困的有效途径。需加快转变政府职能,深化行政体制改革,提高科学管理水平,构建具有泛利性和包容性的包容型政府。Based on reviewingthe theories of poverty, the paper puts forward a new concept of institutional povertyand construct a new poverty reduction model of inclusive growth. It is need to expand the traditionalidea of ＂from the top down＂, which rely on economic growth and income distribution , to the new idea of ＂from the bottom up＂, which rely on viability and social mobility. The new poverty reduction mode of inclusive growththat combining two kinds of poverty reductionideas, is very effective wayto reduceinstitutional poverty. We need toaccelerate the transformation of government functions, deepen administrative reform and improve the management level, in order to constructencompassing and inclusive government.
