摘　　要：随着中国与世界联系的日益紧密、全面,国际因素已经成为国内治理变革中不可忽视的变量,利益、制度和知识是国际因素的三种基本形式。作者扩展了合法化概念,提出国际因素介入国内治理变革需要获得国内利益主体的接受和承认,中央权威、地方权威和社会公众是三个基本主体,因此有三种获得合法性的基本机制,即国家合法化机制、地方合法化机制和社会合法化机制。作者通过对行政审批、立法听证和政府绩效评估三个政府治理创新案例的分析,描绘了利益、制度和知识三类国际因素介入地方治理创新的过程、影响以及结果。虽然不同类型的国际因素介入地方治理过程依靠的是不同的合法化机制组合,但都需要在介入之前或者介入过程中通过国家权威获得合法性。随着地方和社会自主性的提高,国际因素通过地方合法化机制和社会合法化机制产生的实际效果更大,但这两种机制也可能会与国家合法化机制产生矛盾。提高国家合法化机制的开放性和包容度有助于减少合法化机制之间的矛盾和冲突。With China being more integrated with the rest of the World,international factors have become more prominent for reforming domestic governance.Interest,institution and knowledge are three forms of international factors.Based upon extending the concept of legitimacy,the paper argues that international factors should get acceptance and recognition by domestic actors before they are involved in domestic governance reform.Central authority,local authority and social forces are basic domestic factors.Therefore,the paper proposes three mechanisms of legitimacy,which are central mechanism,local mechanism and societal mechanism.Three cases are analyzed to describe the processes,their influences and consequences of international factors being involved in local governance innovations.The cases include deregulation of administrative examination and approval,legislation hearings and government performance evaluation.Although various factors rely upon their own combination of mechanisms to participate in local governance,they all need to be legitimized by central authority finally in this process.However,since local authority and society enjoy higher autonomy,local and societal mechanisms exert higher actual effects.They also conflict with the central mechanism in some cases.It is helpful to make the central mechanism more open and inclusive for reducing and controlling conflicts among them.
