我国自然垄断产业规制机构改革的思考

摘　　要：针对我国国有资产管理体制改革的特点,指明了国有资产体制改革的问题,剖析了自然垄断产业规制机构改革和国有资产体制改革的互动机理;最后,从组织机构设置、法律法规体系构建的角度,分别讨论了我国自然垄断产业中规制机构和国有资产改革的基本模式,并探讨了垄断性产业规制机构改革和国有资产体制改革协调运作的方法与途径,并提出了相关建议。This paper points out the problem existing in the system reform of state-owned assets aiming at the characteristics of system reform of China＇s state-owned assets management, analyses the interaction mechanism between reform of the regulation institution of natural monopoly industry and system reform of the state-owned assets; Finally, this paper discusses the basic patterns of state-owned assets reform and the regulation institution of natural monopoly industry from the organization setting and establishment of laws and regulation system, respectively; discusses the method and path of the coordinative operation of system reform of state-owned asset and the regulation institution reform of monopoly industry, and puts forward relevant suggestions.
