摘　　要：中国正在进入核电强国行列。核电安全是国家安全的重要组成部分和特殊领域,安全是核电发展所面临的首要问题。构建完善的核电安全监管体制,提升其监管能力是核电安全发展的必然途径,是核电治理能力现代化的制度保障。从国外经验看,核电安全发展都伴有监管能力的现代化过程。构建独立权威的核电安全监管机构、完善核电安全监管法规、提升人才队伍质量和规模、畅通公民参与渠道是当下核电安全监管能力现代化的切入点。China is ramping up efforts to become the world＇s nuclear power rising power. Nuclear safety is an important part of national security and its special areas, and nuclear safety is the primary problem during the development of nuclear power. It is the necessary way that build perfect nuclear safety regulatory system and improve its regulation ability in developing nuclear power, and also it is the institution guarantee of the nuclear power governance modernization. Nu clear power development safety are accompanied by regulation ability of modernization from abroad experience. It is a starting point of the nuclear safety regulatory capacity modernization that build an independent authority nuclear safety regulation , complete nuclear safety regulatory law, improve the quality and scale of talent team, and open channels for citizen participation.
