摘　　要：知识社会的流体特性推动了创新的民主化,催生了创新2.0。而创新形态的演变同时又作用于民主本身的发展,重塑了创新2.0时代的合作民主,实现了基于新技术的合作协同、群体智慧和公共价值塑造。本文从创新范式转变的角度,分析了新一代技术应用所带来的民主创新机遇,介绍了国内外政务维基的应用及其推动的以维基政府为代表的创新2.0时代的合作民主新形态,分析了维基政府的特征要素和经验价值以及合作民主的特征,阐述了创新2.0时代的合作民主对我国民主行政及群众路线实践的启示。The fluidity of the knowledge--based Society is democratizing innovation to innovation 2.0. The paradigm shift of in- novation also leads to the change in morphology of democracy itself. Collaborative democracy, which emphasizes on creating public value through collaboration and collective intelligence, emerges in the age of innovation 2.0. From perspective of the paradigm shift of innovation, this paper analyzed the opportunities of democracy development triggered by ICT innovatiorL The use of Wikis in the government institutions is introduced. The use of wiki in the government leads to the new morphology of Wiki Government, which is a typical form of collaborative democracy. The characteristics and values of wiki government and collaborative democracy are also analyzed. Collaborative Democracy offers great opportunity to the practice of democratization with Chinese characteristics in the era of innovation 2.0.
