摘　　要：基于对重庆市新型农村社会养老保险制度实施现状的调查,文章从资金筹集、待遇水平、基金增值、制度衔接等角度分析了重庆市新型农村社会养老保险制度运行过程中存在的诸多问题,并从加大宣传力度、强化激励机制建设、加强基金运营管理、细化进出机制和增强制度衔接有效性等方面提出了相关的完善和改进措施。With the investigation on the implementation of new type of rural social endowment insurance system, this paper analyzed the existing operation problems from the angles of fund-raising, salary standard, fund value and system of cohesion in Chongqing. Then, some related measures on intensifying propaganda, strengthening the construction of incentive mechanism, strengthening the fund operation management, refine the mechanism and strengthen the connect and effectiveness were put forward to perfect and improve the social endowment insurance system.
