摘　　要：结合环评审批实证与规范分析可知,行政审批公告程序的运行存在诸多弊端与不足,公告环节流于形式,常引发诸多纷争投诉,从而减损了公众参与制度所应承载的法治意蕴。为进一步规范行政审批程序,减少社会不和谐因素,本文认为,需厘清公告之内涵、类型与价值,对公告的实质要义做学理解构与重塑,完善与实质公告精神相匹配的机制建设。在此基础上,对在公告的载体选择、时间设定、方式选取与拓展、实施反馈与责任以及立法保障与改进等方面提出相关的对策建议。Combining with the empirical and normative analysis of EIA approval,we can see that the operation of public notice inthe administrative approval has so many shortcomings.The formalism of public notice often leads to disputes and complaints;accord-ingly the legal value of public participation system is impalred.To further standardize the administrative approval procedure and re-duce the social disharmony,this article thinks that it is important to clarify the connotation,type and value of public notice,to de-construction and remold theoretically its substantive meaning and to perfect the mechanism construction which matching its spirit.Based on these,this article puts forward some countermeasures and suggestions in these aspects：choosing the carrier of public no-tice,setting the time,choosing and expanding the methods,implementing the feedback and responsibility,protecting and improving thelegislation ,etc.
