小城镇污水处理厂运行管理及排污收费研究

摘　　要：许多已建成投入运行的小城镇污水处理厂存在设施闲置、事故不断、污泥随意处置和污水排放不达标等问题,剖析其根源主要是污水排放量增长迅速、运行资金和技术人才缺乏等。通过科学选定运行指标、优化工艺参数、强化设备管理、推行节能措施、做好污泥的处理利用,以及完善排污收费体系等方式来实现污水处理厂的良性运行。Due to the rapid growth of wastewater discharge as well as the lack of money and skilled workers, there are many problems in the wastewater treatment plants built in small towns, such as low utilization rate of facilities, frequent accidents and discharge of sewage sludge and substandard wastewater. To ensure the normal running of these wastewater treatment plants, we should scientifically select monitoring indicators, optimize the technical parameters, strengthen the management of facilities, implement energy-saving technologies, utilization and treatment of the sewage sludge, establishment of the pollution-discharge fee system are also important to improve the performance of these wastewater treatment plants.
