摘　　要：文章首先界定了什么是智库,什么是一流智库。并以兰德公司为例,对兰德的经验做法,尤其是其取得成功的独到秘诀进行了深入分析,在找出差距的基础上,提出迈向世界一流智库的举措。Firstly, this paper defines what is think tank and what first-class think tank is. Then, taking the RAND Corporation as an example, the paper analyzes the experience of RAND, especially the specific secret of its success. Finally, based on identifying the gaps, the paper puts forward the measures for world-class think tank.
