摘  要:在中国淡水资源日趋匮乏以及节能减排压力日益加剧的背景下,海水淡化和风力发电越来越受到人们的关注。文章以江苏大丰的风能海水淡化工程为例,重点从制水生命周期成本、二氧化碳排放以及知识产权市场等角度对风电海水淡化技术的环境经济效益和未来发展前景进行了分析。结果表明:(1)拟算的大丰市风电海水淡化装置的风电成本为0.75元/kW,制水成本为3.65元/m3;(2)考虑到二氧化碳的环境价值(80元/t),风电驱动的反渗透膜海水淡化法(WE-RO法)具有较为突出的环境经济效益;(3)中国的风电海水淡化技术方兴未艾,涌现出一批以风能为唯一驱动力的海水淡化技术专利。可以得出,在沿海缺水地区,风能海水淡化技术将具有较好的环境经济效益和发展前景。Sea water desalination and wind power applications have drawn increasing concerns in China due to the shortage of fresh-water resource and tightened environmental pressure. In this paper, practicability of the wind-power-based desalination (WE-RO) project in Dafeng of Jiangsu Province was analyzed from the perspectives of life-cycle cost, carbon dioxide emissions, and intellectual property market. The analysis indicated that wind power cost was estimated at 0.75 yuan/kW, and the cost of water production 3.65 yuan/ma. The value of carbon dioxide should be taken into account, thus particularly, WE- RO was of plus environmental economic benefits. With the increasing number of the patents published in the area of wind power desalination in recent years, we could expect that wind power desalination technology in China will be upgraded incessantly. It was concluded that wind-powered desalination technology has better environmental and economic benefits, as well as development prospects, particularly in coastal water-scarcity areas.
