摘　　要：以等级医院评审为契机,借助《三级综合医院评审实施细则(2011版)》,设立院级、科级质控员岗位,构建了"三级质控、四级网络"质控体系,并出台配套政策,完善岗位职责,严格业绩考评。通过持续改进医疗质量,推动质控体系的建立健全,提升了医院质量管理和质量控制内涵,为医院质量与安全提供基础保障。Through the hospital level evaluation and Level 3 General Hospital Evaluation Implementation De- tails（2011 Edition）, the hospital-level and section-level quality control staff positions are set up, quality control sys- tem of ＂three levels quality control and four levels internet control＂ is constructed, supporting policies are carried out, job responsibilities are perfected, and rigorous performance assessment is done. The establishment of the quali- ty control system improves the quality management and quality control connotation, and provides fundamental guarantee for quality and safety of the hospital,
