摘　　要：我国在很长一段时间内,对项目前期阶段的造价管理缺乏认识,导致"三超"的现象常常发生。本文在对国内外造价管理相关研究的基础上,将建设项目分成不同层次,并对其建模,从而达到对项目前期阶段充分预测的目的。China lack the awareness of cost management at early stage of the project in a very long time, which results in the phenomenon of“three excesses”often occurs. In this arti-cle, the author bases on the related exploration of cost manage-ment at home and abroad, and divide the construction project into different levels and model them so as to achieve the purp-ose of adequate prediction at early stage of the project.
