摘　　要：本文旨在全面考察陕西省高校科技创新能力,为陕西省高校科技创新能力的提高提供参考建议。通过文献调研与数据统计,本文对2000年到2009年这十年中全国和陕西高校科研投入与科研产出进行对比分析,一方面对陕西省高校科技创新能力做出了客观的评价,另一方面找出了陕西省高校在科技投入和科技产出方面存在的主要问题,认为只有继续增加科技投入,改善科技条件,增加科技产出总量,才能全面提高陕西省高校的科技创新能力。This paper aimed at a comprehensive study of scientific and technological innovation capacity of colleges and uni- versities in Shaanxi Province, providing a reference for the improvement of scientific and technological innovation capacity of colleges and universities in Shaanxi province. By the application of the literature analysis and statistical analysis, a compara- tive analysis and research is given on science and technology input and output in the national and Shaanxi colleges during 2000--2009 （ scientific research projects, published books, published papers, number of patents）. Scientific and technologi- cal innovation capacity of universities in Shaanxi province was analyzed objectively, the problems existed in the output of science and technology were discussed, and practical suggestions for science and technology productivity of universities in Shaanxi province were put forward.
