摘　　要：国外天然气工业发展成熟国家的历史及经验证明,合理的天然气价格是推动天然气工业发展的重要因素。目前我国进口天然气价格居高不下,给国内造成很大的负担,借鉴国外进口天然气价格公式与发展趋势,确定国内进口天然气价格公式,可为我国进口管道气和进口LNG的价格谈判提供参考。通过研究国内外进口天然气价格公式及发展趋势,结合我国实际,考虑到资源国(出口国)的立场,我国的天然气进口价格公式可采用逐步与国际原油价格、油品价格脱钩的方法。主要步骤是:近期在天然气出口国占主导优势的情况,进口管道气采用与国际市场燃料油价格挂钩方式,进口LNG采用与进口原油价格挂钩方式;逐步过渡到管道气与我国进口燃料油和LPG挂钩,LNG与国内原油价格综合指数挂钩联动;市场发育成熟时,建立我国天然气市场交易中心,进口气与交易中心价格挂钩。The history and experience from other countries with mature natural-gas industrialization prove that the reasonable gas price is conducive to promoting its industrial development. But, at present, China's imported gas price is high, which causes a heavy burden to the country. According to the foreign formulae of imported price and their trends, China may determine one domestic formula as a reference on negotiation price of both imported pipeline gas and LNG. Through the study on domestic and foreign formulae and their development trends, our formula can separate gradually from the international crude and oil-product price with views to China's reality and other exporters' position. For the formula, the main steps are: at present, the price of imported pipeline gas links up with the fuel-oil price in international market, and the imported crude price for the imported LNG's, respectively; and then, the price of pipeline gas will link up with the price of both imported fuel oil and LPG, and the LNG price is going to link up with the comprehensive index of domestic crude price; finally, when the market grows mature, we should set up our own natural-gas market trading center and make the imported gas price link up with the center's price.
