摘 要:深圳法定图则的全覆盖,为规划管理提供了完整的法定审批依据,对引导城市建设具有重要意义,但在社会主义市场经济和深圳市快速城市化的背景下,面对城市重点发展战略地区弹性管理的诉求,法定图则的刚性控制规定与法定调整程序对引导片区的发展存在一定程度的不适应性。与法定图则侧重具体地块详细控制相比,发展单元规划主要在编制方法上进行探索,其侧重从单元角度对规划控制的核心内容进行研究并提出整体规定,因此,从工作要求看,"发展单元规划"可视作法定图则修订的特定类型。本文以《深圳龙华樟坑径片区发展单元规划大纲》为例,围绕规划控制核心要素,在项目中从发展定位、建设项目、市政支撑、经济测算四个方面研究,论证主体功能、建筑总量以及配套设施支撑,从而既符合规划实施管理内容的要求,也为整体开发建设提供较具弹性的管理依据。The coverage of statutory plan in Shenzhen, provide complete approval basis to planning management,and it is important to lead city construction. base on the high-speed urbanization,rigid control and statutory adjustment procedure can’t adapt to the demand of flexible control in important area. Contrast to statutory plan which focus on land controling, development unit planning focus on compilation method, and try to put forward overal requirements of the core content in planning control. Development unit planning can be considered special type of statutory plan. This paper quotes development unit planning outline of Zhangkengjing Shenzhen as an example, emphasize on the core elements of control, to talk about main function, total building, supporting facilities from four aspects of development orientation, construction projects, municipal support, economic calculation, in order to meet the requirement of planning management, and provide flexible management basis for overal development.
