摘　　要：以工业园区的发展为基础，能够良好地带动周边乡镇的城乡一体化。公共服务均等化是城乡一体化的实现基础，工业园区的规划设计应从人口规模、公共服务设施布局等方面注重与周边乡镇的结合，实现公共服务均等化要求的质量、距离、规模要素。Base on the development of industrial park, the integration of urban and rural of surrounding townships would be putin motion wel .The equalization of public service is the base to realize the integration of urban and rural areas. The planning and design of industrial park should pay atention to the combination with the surrounding vilages and towns from population size, public service facilities layout and other sides, which let factors of quality, distance and scale that the equa-lization of public service requirements come true.
