摘　　要：开发单元是深圳前海开发建设的基本单元,是前海指导开发建设、进行规划管控的核心载体。本文以前海核心板块2、9开发单元城市设计为例,探讨城市设计制定的特点和过程。本次城市设计把握"高密度、混合街区开发,人性化、立体复合公共空间"的核心理念,通过城市设计、建筑、环境、市政工程、公共政策、市场开发等多专业协同的集群化设计过程,打造具有标杆示范作用的前海核心板块;设计成果的制定充分体现了"二次订单设计"意识,通过配合政府与企业开发诉求,面向后续建筑与景观设计、开发建设行动,刚弹结合设定必要的开发边界,制定综合的设计导控,指导后续详细设计及开发建设。Developing unit is the basic unit in Qianhai development construction. It is also the core carrier of development guidance and planning control for Qianhai. Taking the core block of No.2 and 9 development unit as example, this article makes a discussion on the characteristics and process to develop the urban design. With the core concepts of high density, mixed block development, humanity, and three-dimensional composite public space, and the clusting design with multidiscipline coordination among urban design, architecture, environment, municipal engineering, public policy, and the marketing, it builds a core block in Qianhai with the role of benchmarking demonstration. The results of urban design fully embodies the concept of Second-order Design. By cooperating with the government and the enterprise for their development requirements, taking the subsequent architecture and landscape design as well as the development and construction into consideration, it sets the necessary rigid and flexible development boundary, establishes the comprehensive design guidance and control, and provides guidance for the detailed subsequent design and development.
