摘　　要：开展大中型水库移民后期扶持政策实施监测评估工作已历时6 a,监测评估作用日益显现,然而也存在一些问题,如难以进行全国范围的监测评估工作汇总、监测评估时间相对滞后、行政评审代替专家评审、监测评估成果应用不足等。经梳理,提出了加强各级移民管理机构能力建设和对监测评估单位的监督管理,以及增强后期扶持政策实施效果监测评估力度,注重监测评估结果应用等措施,以促进后期扶持监测评估工作全面、深入地开展,保障各类后期扶持政策顺利实施,切实维护好移民的合法权益。It has been 6 years since monitoring and evaluation on post-support policies for resettlement of large-medium res-ervoirs was carried out and the effect of monitoring and evaluation was increasingly prominent. However, there are some challen-ges, for instance, the results in monitoring and evaluation are difficult to be summarized in country level;the monitoring and e-valuating work is relatively lagging behind;professional evaluation is replaced by administrative evaluation;and the application of monitoring achievements is insufficient. This paper proposes to take such measures as enhancing the ability of resettlement author-ities at different levels, intensifying surveillance and management of monitoring and evaluation departments, strengthening moni-toring, evaluation on the implementation effect of post-support policies, and attaching importance to applicability of the evalua-tion results, which will be helpful for overall and in-depth development of the monitoring and evaluation to guarantee successful implementation of various post-support policies and safeguard the legitimate rights and interests of migrants.
