摘　　要：高校监察机构肩负着保障学校内部管理廉洁高效的职责,在高校权力监督体系中具有重要地位。当前高校监察监督不力,很大程度上可归因于规范依据的欠缺。考察高校监察立法与职能演进,进而分析规范依据之症结所在,主要有制定主体多元化、衔接不到位、规范模糊抽象等。需要保障监察机构独立建制,明确党的政策文件适用,减少法律的不确定性,完善大学章程及强化规制立法,以推进高校反腐倡廉法规制度建设,保障高校监察工作的应有地位和作用。Supervisory organs in higher learning institutions are significant sections to perform the duty of overseeing internal clean and efficient management. The present inadequate oversight of supervisory organs is largely attributable to the lack of norms. This study highlighted the crux of the supervisory legislation and functions, revealing the problems of multi-channeled policy-making subjects, disconnection and fuzzy contents. It thus proposes such solutions as establishing independent supervision system, classifying the policy appropriacy, eliminating the legal vagueness, perfecting college statues and regulations in anti-corruption and clean governance to ensure the supervising duty fulfillment in colleges and universities.
