沪苏浙研发集群协同创新与联动发展对策研究

摘　　要：沪苏浙是我国科技实力和研发机构最为集聚的地区之一,但两省一市的研发产业集群协同创新和联动发展面临一些障碍和问题,主要是研发机构跨省市合作不多、多数研发机构的研发创新能力比较弱、创新投入有待加强、创新人才较缺乏。促进沪苏浙研发产业集群协同创新和联动发展,一要促进研发机构跨区域合作与交流,二要促进区域研发政策的协调与统一,三要引导研发机构增强研发服务能力,四要完善研发集群区域协同创新的机制和体制。Jiangsu, Zhejiang and Shanghai is one of the areas of science and research institutions most gathering, but its research and development of industrial cluster collaborative innovation and interactive development faces some obstacles and problems. Its research institutions rarely has inter- provincial cooperation, innovation capacity of most of the R ＆ D institutions is weak, innovation input needs to be strengthened and lack of innovation talent. To promote the development of industrial clusters collaborative innovation and joint development of a research and development institutions among Jiangsu, Zhejiang and Shanghai is firstly to promote inter-regional cooperation and exchanges, and secondly to promote the coordination and harmonization of regional development policy, thirdly to guide research institutions to enhance the ability of research and development services and fourthly to perfect mechanisms and systems of R＆D of the cluster of collaborative innovation.
