试论出境木质包装检疫监管体系的创新与完善

摘　　要：我国在采纳ISPM No.15,与国际接轨的同时也创造出具有中国特色的木质包装检疫监管模式和监管体系。但检疫监管实践表明,我国出境木质包装仍然存在一定检疫风险。本文建议从改变监管思路着手,丰富监管手段,完善监管模式,使木质包装检疫监管工作适应法检制度改革的社会趋势。China adopted the ISPM No.15 in 2005,and the wood packaging materials（WPMs） managed policy connected with the world, at the same time the WPMs supervision mode and management system with Chinese characteristics has been established. Quarantine supervision practice shows that WPMs still has the pest risk. This article suggested that we must change the management thinking, perfect the supervision model, until the WPMs management system meet the needs of the foreign trade development.
