布雷顿森林机构的合法性困境及其反思

摘　　要：近些年,布雷顿森林机构的合法性问题成为国际社会重点关注的议题之一。发展中国家和新兴经济体主要从组织程序的"民主赤字"和决策内容的"有失公正"两个方面对其进行质疑或批判。然而,布雷顿森林机构的合法性并非想象的那样不堪一击,对其某些方面的谴责未免有言过其实之嫌。但不可否认的是,布雷顿森林机构的合法性困境确实存在,国际社会应采取必要的措施加以完善。可供选择的路径包括:调整机构投票权的分配比例;实现程序正义下的协商民主;减少机构规则的模糊性;实现国内和国际层面的共同治理。In recent years,the legitimacy of the Bretton Woods System has become a focus of attention in the international community. Developing countries and emerging economies mainly criticize two aspects of it,i. e. 'democratic deficit'in the organization procedure and'unjustness'in the contents of decisions. However,the legitimacy of the Bretton Woods System is not as fragile as we thought and some criticisms are far from truthful. But it is undeniable that the legitimacy dilemma does exist in the Bretton Woods System and the international community should take necessary measures to improve it. Possible solutions include adjusting the proportion of voting rights,materializing deliberative democracy through procedural justice,reducing obscure rules of institutions,and achieving common governance at both domestic and international levels.
