摘  要:德与才孰轻孰重,从古至今争论不休。追溯中国共产党用人思想的历史轨迹,主要经历了解放以前的"德才兼备",解放初期的"又红又专",改革开放初期的"经济能人"论和新世纪新阶段的"德才兼备、以德为先"。"德才兼备、以德为先"用人思想作为党识人用人的宝贵实践经验总结,不仅是党在新时期激发内在活力的特殊要求,更是党奠定坚实人才基础确保永续执政的必然选择。It is very hard to distinguish which one is more important,political integrity or professional competence.Viewing the history of CPC's practice of talents selection,it is found to cover four stages:with emphasis on both of the two before liberation,with emphasis on being both socialist-minded and professionally competent during the early days of the New China,with stress on being economically competent in the early period of reform and opening up,and with stress on "having both ability and political integrity with priority given to the latter" in the new century.As the valuable experience,the ideology in the last stage is not only the special requirement that helps stimulate the Party's vitality in the new period,but also an inevitable choice for the Party to solidify the base of talents and ensure its ruling for ever.
