摘　　要：农民用水者协会在法律上是水行政部门与用水户、供水公司与用水户之间的中介机构,是具备双重委托代理性质的群众性社会团体。该协会在现实中,协会职能与村委会混同、协会法律地位与责任模糊不清、监督机制不完善。为推动协会进一步发展,应明确农民用水者协会的法律地位,合理划分权责范围,完善制约监督机制,政府也应加大对农民用水者协会的支持力度。WUA is the intermediary between Department of Water Administration and the water users,and between the water companies and the users.It is a social group which has a double principal-agent quality.In the process of construction and operation of the Association in local places,problems such as the mix of Association＇s functions and those of the village committee,the unclear legal status and responsibilities of WUA are revealed.In this situation,it is quite necessary that the legal status of WUA be identified,the supervision mechanism be improved,responsibility of WUA be divided,and the governmental support for WUA be increased.
