When the Japanese army invaded Nanjing, USS Panay was sunk by Japanese bombers which inflamed tensions between the two countries. During the Nanjing Massacre, Japan, in order to ease relations with the US. , agreed that the US embassy staff could return to Nanjing at the earliest time. Allison, a diplomat of USA in Nanjing, was beaten by a Japanese guard of army when he wanted to investigate a crime in which the Japanese troops were accused of invading American es- tate, kidnapping and raping a Chinese woman. Being informed of this "Allison incident", American government exerted political pressure on Japan. Under the direct order from Tokyo, the Japanese contingents in Nanjing apologized to Allison, and the involved officer and soldiers were hauled to military court, this event was subsided. However, in the "Allison incident", the violation of the Chinese woman was forgotten by the public and both government, while the Japanese officer and soldiers were merely accused of assaulting American diplomat instead of raping Chinese woman. The US government gained lots of reports of the Japanese army' s atrocities, however, they acted just to safeguard its nationals' interests in China.
