全民医保背景下的药品价格规制失灵分析

摘　　要：频繁出台的以最高零售限价为主的药品价格规制并未有效刹住药价虚高和药费高涨现象,严重削弱了国家旨在让改革开放成果惠及百姓的政策意图,对和谐社会构建造成了极为不利的影响。在对相关研究文献进行回顾的基础上,以产业链为基础,从垂直市场框架和横向制衡二维视角对药品价格规制失灵问题进行了分析,并提出了相应对策。The frequent introduction of the maximum retail price as the main body of the pharmaceuticals price regulation is not effective in restraining high prices and the phenomenon of soaring costs, and thus weakens the aims to benefit the people with the achievements from the opening reform, and results in an extremely adverse impact on the construction of harmonious society. Based on reviewing and summarizing the previous articles, taken the industry chain as the foundation, this paper carries on the analysis from the vertical market structure and horizontal two-dimensional perspective, the industry chain imbalance and horizontal lack cause the price regulation failure, and finally puts forward some countermeasures.
