摘　　要：国家和省政府的政策支持,山东主要旅游资源及休闲体育旅游文化特色是实现构建休闲体育旅游公共服务体系的主要条件。构建休闲体育旅游公共服务体系的服务对象与主体、主要服务内容和模式是休闲体育旅游公共服务体系的基本框架。构建政府政策扶持体系和休闲体育旅游资源规划体系、实施青岛奥帆赛休闲体育旅游路线组织战略发展模式,降低休闲体育旅游脆弱性,是实现山东构建休闲体育旅游公共服务体系发展战略的主要路径。With the methods of literature, field survey and comprehensive analysis, combined with new public management theory of tourism, the construction of a public service system for the leisure sports tourism in Shandong have been studied, It was believed that the main conditions for the system include national and provincial government policy support, Shandong major tourism resources and cultural characteristics of leisure sports tourism. And the basic framework is the construction of the service object and subject, service content and mode. To construct government policy support system and tourism resource planning system, give full play to Qingdao Olympic leisure sports tourism resources and reduce the vulnerability of leisure sports tourism are the sustainable development strategies for Shandong to achieve a leisure sports tourism public service System.
