关系型契约、组织演进与农产品质量安全

摘　　要：表面上看,政府规制对于农产品质量安全管理具有重要的意义,但实际上组织本身通过自我实施具有保障农产品安全供给的功能。本文通过把目前"公司+农户"组织及其演变看作是一个关系型契约实施的过程,研究发现,在这样的过程中不仅组织的治理结构获得了优化,而且伴随着这种优化,农产品质量安全水平得到了提高。本文实际上提出了这样的一个问题,就是农产品质量安全应该采用何种模式来进行治理,在农业生产的市场化和组织化程度较低的情况下,关系型治理可能是对政府农产品质量安全管理的一个有效弥补。On the surface,the government regulation has important significance for the agricultural product quality safety management,but in fact the organization itself is implemented with function to ensure t agricultural products security. In this paper,the current ＂company ＋ peasant household＂and its evolution as a relational contract implementation process,the study found that in such a process,not only the organization＇s governance structure was optimized,and accompanied by this optimization,agricultural products quality and safety has been improved. This paper raised such a question,that is the quality and safety of agricultural products should be used to carry out what model of governance in agricultural production,in the market of agricultural production and organization degree is low,the relational governance may be an effective remedy for the government to manage agricultural products quality safety.
