陕北黄土丘陵沟壑区产业结构优化对策研究

摘　　要：产业结构优化升级与经济持续增长具有强相关性,改变陕北黄土丘沟壑区经济落后的状况必须不断优化区域产业结构。选取陕北榆林黄土丘陵沟壑特征显著的绥德、清涧、子洲县区为研究对象,以产业经济学理论为基础,结合陕北黄土丘陵区的区域特点和产业发展具体状况,分析了陕北黄土丘陵区产业结构存在的主要问题,依据国内外产业结构优化研究理论及政策,结合该区域经济发展特点,从优化农业产业结构、大力发展特色农业,发展农副产品加工业带动农业产业化,结合当地资源优势发展化工产业,完善和提升现代服务业、打造黄土旅游胜地等等方面提出了产业结构优化的具体对策和方案。The government should optimize the regional industrial structure constantly to change the backwardness economic in the loess hilly region of the Northern Shaanxi because it is strong correlated between the sustained economic growth and the optimization and upgrading of industrial structure. With the investigation of the typical counties, for example Suide, Qingjian, Zizhou, the paper analyzes the main problems of the industrial structure, proposes specific measures and programs on the industrial structure optimization in the loess hilly region of the Northern Shaanxi on the basis of the characteristics of the regional economic, the superiority of the regional resources, industrial economics theory and the theory and policy on the industrial structure optimization in domestic and foreign, for example promoting agricultural industrialization by optimizing agricultural industry structure, develop specialty agriculture and agricultural processing industry, developing chemical industry, improving and enhancing the modem service industry, creating loess resort and so on.
