高新区集群协同创新系统内生功能与外显能力关联评价研究

摘　　要：目前对产业集群创新评价的研究主要集中在面向结果的综合能力评价方面,这种评价视集群创新能力为"黑箱",忽视了集群创新内生发生的依据与条件。从高新区集群协同创新系统内生功能与外显能力评价体系建设出发,采用SPSS17.0对二者提炼主因子进行综合评价,发现多数高新区系统功能与产出能力偏低,且功能与能力之间不匹配问题严重,不同高新区之间在功能与能力方面差距很大。通过主因子解析各高新区存在的问题,提出针对性的差异化政策建议,对提升高新区集群创新能力具有较高的参考价值。The research of the evaluation of industrial clusters innovation mainly focus on the results of comprehensive abili-ty ,w hich makes the cluster innovation ability as a ＂black box＂,and ignores the clusters innovation occurring endogenous basis and conditions .This paper constructs the evaluation system of collaborative innovation system endogenous function and the explicit ability based on the high-tech zone cluster ,and uses SPSS to refine the main factors and make comprehen-sive evaluation ,we find that most high-tech zone system function and production capacity is low ,and they don＇t match each other .So we analyze the reason by the way of the main factor ,put forward specific policy recommendations to promote high-tech zone cluster innovation ability .
