摘  要:以2001-2011年中国内地31个省级面板数据为支撑,通过理论路径构建和实证模型验证,研究政府行为、金融发展对区域创新绩效的影响。结果发现,政府行为对创新绩效提升作用明显,金融发展在当期对创新绩效提升作用不明显,在动态环境下,两者都存在对创新绩效的正向滞后效应;在现阶段,我国区域市场化程度、创新环境等因素对创新绩效提升作用不明显;政府对科技投入具有滞后效应,但不稳定;FDI带来的技术外溢和人力资本对创新绩效提升作用明显。基于此,提出政府应从5条促进路径出发,出台引导政策、支持政策和保障政策,同时,积极优化创新外围环境,保障企业创新行为。Supported by the date of our country from 2001 to 2011, we research on the effect of government behavior and financial development to regional innovation performance. And the conclusion shows that the government behavior has an obvious effect on innovation performance, while the financial development doesn't. Under the dynamic environment, both of them have positive effect on innovation performance. In phase, the effect of the regional marketization level, and innovation environment to innovation performance is not obvious, and the government investment in science and technology has a lag effect, but not enough stability. The policy implications of this paper are that the government should actively from five promote innovation path, the guiding policies, support policy and security policy. At the same time, the peripheral environment optimization innovation actively, ensure enterprise innovation behavior.
