摘　　要：海洋渔业合作社稳定发展的前提是获得债务融资支持,其社会属性决定了政府扶持的必然。研究从还款能力、发展能力,以及风险管理能力,分析了影响合作社债务融资能力的因素,发现扶持政策对合作社的债务融资能力提升存在差异,财政政策对增强合作社的发展能力、金融政策对风险管理能力有效性更强,这意味着普惠性政府政策的着力点为:提升管理系统性风险能力的政策性保险政策,提升发展能力的信息、技术、人才政策。T he stable development of marine fisheries cooperatives must be dependent on debt financing because of its social attributes .The article explores the factors of debt financing capacity such as repay-ment capacity ,development capacity and risk management capabilities .Combined with the discussions of paths in fiscal and financial policies of government ,the article suggests strengthening risk management ca-pabilities ,and improving policies for information ,technology ,and human resources in the development of cooperatives debt financing capacity .
