摘　　要：文章通过分析我国森林资源状况、进口原木及林产品数量,提出了我国木材安全"自给不足、效率较低、需求增大、进口趋紧"的形势判断。通过对我国木材战略储备必要性、全国木材战略储备基地的目标和任务、国家储备林与木材战略储备基地的关系、国家储备林的规模结构以及我国木材增产潜力进行系统的阐述,提出了明确国家储备林制度法律地位、全面实施《全国木材战略储备生产基地建设规划》、深化林业改革、调动社会各方面力量参与木材战略储备基地建设、出台支持国家木材战略储备基地建设的扶持政策等建议。The article, by analyzing forest resource condition, as well as timber import and quantity of forest prod- ucts , came to a conclusion that China faces timber security situation, which could be defined as ＂domestic produc- tion insufficient, efficiency comparatively low, demand increasing, import difficultly＂. By systematic research on the necessity of timber strategic reserve, the aim and mission of national timber strategic reserve base, the relationship between national reserve forest and timber strategic reserve base, scale and structure of national reserve forest, as well as the potential of increasing national timber production, the paper proposed that national reserve forest law sys-tem be established, supportive policy issued＂The National plan for timber strategic reserve production base construc- tion＂implemented comprehensively, and deepen forest tenure reform as well as mobilize various social resources par- ticipating the timber strategic reserve production base construction.
