日本农业组织体系协调运行的启示

摘　　要：我国现代农业建设对农业经营主体培育、农业经营体系构建提出新要求,在梳理日本农业经营主体由农户、协业经营体、农事组合法人、株式会社、有限会社、合名·合资会社、农协·其他事业团体构成基础上,分析其农业经营体系结构、农业经营组织功能、农协经营体系的综合功能及农业经营与服务组织之间协调运行发展模式与机制,研究结论对我国培育新型农业经营主体、构建规模化、集约化、专业化和社会化新型农业经营体系具有启示作用,建议我国新型农业经营体系构建应在农业经营主体与组织方面,健全法律,完善制度,规范主体行为、鼓励发展多元化社会服务组织形式、加大政府部门服务与扶持力度。Chinese modem agriculture construction puts forward new demands on cultivation of agricul- tural business entities and construction of agricultural management system. The paper based on the body which constructed by the Japanese agricultural business entities of farmers, association industry management body, farming combination of legal person, Ltd, limited liability company, Co Names · Joint Venture company, agricultural association, and other business groups, analyzed the structure of Japanese agricultural management system, and Japanese agricultural operation organizations function. We integrated the functions of the agricultural association operating system, as well as development model and mechanism between Japan agricultural management and service organizations. At last, we found that we should cultivate Chinese new type of agricultural management entities, and build a large-scale, intensive, specialized and socialized agriculture operating system. Meanwhile, we put some suggestions on Chinese new agricultural management system construction, such as strengthening the construction on agriculture entities and organizational aspects, strengthening and improving the law constructions, perfecting the system, regulating body behaviors, encouraging the development of diverse forms of social service organizations, perfecting government departments of service system, increasing the suooort strength and so on.
