摘　　要：我国档案馆存在着严重的行政化管理倾向,导致其独立性和职业精神的双重缺失,从而阻碍了档案文化功能的实现。在国家深化事业单位去行政化改革的背景下,档案馆作为事业单位体系的组成部分,理应顺应时势,推行去行政化改革,构建权力制衡机制、自主用人机制和绩效考核机制,彰显档案馆的独立性和职业精神,从而促进档案文化功能的全方位实现。There exists serious administrative tendency in the management of our archives, which leads to double missing of both Independence and professionalism of archives, Hindering the realization of the cultural function of the archives. Under the Background of further deepening the reform of de-administration of public institutions, the archives, as a constituent part of public institution system, should launch the reform of de-administration by building mechanism of power balance,free employment and performance evaluation in compliant with the trend, Revealing the independence and professional spirit of the archives ,in order to promote the all-round implementation of the realization of the cultural function of the archives.
