主题词项目在公文格式中的设立与取消反思

摘　　要：主题词1985年起在中央文件上试标,后陆续成为国家规定的公文格式选择项目和固定项目,2012年党政公文格式规定取消该项目。在实施公文标注主题词期间,有部分公文研究者批评其与档案管理脱节、词表编制各自为政等问题。公文格式中设立主题词项目本意是便利档案检索利用,但因有新检索技术的出现替代,特别是由于其词表编制研究论证不足、实施价值追踪调查不够和推行措施不力等主观方面原因,使其进入被取消的命运。Starting from 1985, subject words were experimentally marked on central documents, and in turn became a state-specified optional element and a regular element of the official document format. However, the Layout key for official document of Party and government organs published in 2012 has ruled out this element. During the practice of marking subject words on official documents, some researchers of official documents criticized on the element＇ s irrelevance to archive management and the discrepancy in building word banks. The intention of setting up the subject words element in official document format was to facilitate utilization of file retrieval. Yet owing to the arising new retrieval techniques as alternatives, and especially for subjective reasons including insufficiency of appraisal in compilation of word banks, inadequate follow-up study of practical values and ineffective implementing measures, the subject words element fell into a place of being annulled.
