无害化处理补贴公共政策效果及影响因素研究——基于上海、浙江两省(市)14个县(区)773个样本的实证分析

摘　　要：采用浙江、上海两省(市)14个县(区)773个养猪户的样本数据,运用M-logit模型对病死畜禽无害化处理补贴公共政策效果及其影响因素进行实证研究,对比分析国家实施病死猪无害化处理补贴公共政策前后的情况发现:补贴公共政策实施后,养猪户病死猪处理方式有明显改变,无害化处理方式占比提高,销售(或食用)病死猪行为减少,但无处理弃尸现象仍较普遍。从补贴公共政策实施效果看,养殖户的年龄、文化程度、养殖规模、户均养殖头数、无害化处理成本、病死畜禽收购价格、集中处理场设施、动物防疫与监督机构人数、距乡镇卫生防疫站距离等因素,对改变养殖户病死畜禽处理方式具有统计显著意义上的影响。Based on the sample data of 773 farmers from 14 counties （districts） in Zhcjiang province and Shanghai, we uses M - logit model to carry out an empirical research of the effect and influencing factors of the subsidy policy of died or illness livestock and poultry harmless disposal. The analysis comparing the situation before and after the country implement died or illness pig harmless dis- posal subsidy policy discovered that after the finance subsidy policy implemented, the disposal ways of dead or illness pig have been ob- viously changed： harmless treatment improving, sales or consumption reducing, but non - treated abandon still widespread. From the view of the effect of subsidy policy implementation, some factors have statistically significant effects on changing the farmers＇behavior of handling died or illness livestock and poultry： farmers age , education level, breeding scale, feeding capita per house, harmless treatment costs, purchase price of died or illness livestock and poultry, concentrated treatment facilities, the number of staff in animal epi- demic prevention and supervision agencies, the distance to the township or village anti -epidemic station and so on.
