城乡居民基本养老保险农民个人缴费能力风险评估——以湖南省43个县(市、区)为考察样本

摘　　要：城乡居民基本养老保险农民个人缴费能力关系到城乡居民基本养老保险制度的可持续发展。以湖南省43个县(市、区)为考察样本,对农民个人缴费能力风险进行评估,分析发现:约1/3的样本地区在最高档缴费能力上存在较大及其以上风险,对于最低档缴费档次,有约1/10的地区存在缴费能力风险;少数样本地区农民人均纯收入小于支出,根本无法承担制度缴费,将被排除在制度之外。为规避农民个人缴费能力风险,实现农民个人缴费能力与制度设计相匹配,需要优化城乡居民基本养老保险制度个人缴费档次设置,进一步完善缴费激励机制,努力扩充农民收入渠道,提高缴费办理的便捷性和安全性。Individual contribution ability of the urban and rural residents＇social old - age insurance is related to the sustainable development of the system. Based on the demand - oriented, the thesis builds the maximum contribution ability coefficient as the risk assess- ment index of individual contribution ability. By using statistical yearbook data of 2013 and sets 43 pilots＂ counties （cities, areas） of Hunan province as an example, it evaluates the risk of individual contribution ability. According to the result of the assessment, about 1/3 of the sample area has bigger risk in the highest grade of individual contribution, and about 1/10 of the sample area has risk in the lowest grade of individual contribution. A few sample areas will be excluded from the system, because farmers net income of per capita is less than expenditure and they can not afford the payment system. In order to avoid the risk of individual contribution ability, and achievement of individual contribution matching the design of the system, it is suggested that the settings of individual contribution grade of the urban and rural residents＇social old -age insurance be optimized, and improve contribution incentive mechanism, expand channels of farmers＂ income , improve convenience and security of contribution processing.
