摘　　要：以北京市19个小区的业主委员会作为案例,讨论了社会组织成立和发展的外部合法性和内部合法性问题,研究发现,尽管外部合法性提供了社会组织与外界互动的制度性保障,但内部合法性是一个社会组织可持续发展的根本。这两种合法性交织在一起,对社会组织的发展产生关键的影响力。Taking the proprietor committees of 19 housing estates in Beijing as cases, this paper discusses the external and internal legitimacy of the establishment and development of social organizations. It finds that the internal legitimacy is the basis for the social organizations to achieve sustainable development, even though the external legitimacy has provided the institutional guarantee for them to interact with others. When the two types of legitimacy blend together, they will have essential impact on the development of social organizations.
