摘　　要：文中分析了我国履行国际海事公约的立法形式和现状,指出其中仍存在法律不健全、立法效率低和立法层级低等问题,并就我国海事履约立法体制的保障与完善提出,不仅需要在内容、程序和形式上完善立法,更需要法律人才和有效制度的双重保障。Based on analysis of the form of the legislation for implementing international maritime conventions and the existing conditions, the paper points out such problems as inadequate laws, lack of efficiency and low level of legislation. In view of the guarantee and improvement of the legislation system for maritime convention implementation, the paper suggests the improvement of legislation in term of content, procedure and form as well as the dual guarantee of both legal personnel and effective system.
