水电资源开发中失地农民利益均衡机制的研究——基于甘孜州12个行政村312户失地农户意愿的剖析

摘　　要：水电资源开发过程中失地农民的利益保护问题已经成为了学术界和相关政府部门关注的焦点。文章通过对甘孜州九龙、雅江、康定、泸定和丹巴5个县的12个行政村的312户失地农户的实地入户调查问卷所得的数据,进行统计分析农民在失地后的风险认知和利益补偿的适配性。研究发现,大部分失地农户对利益补偿标准不满以及在失去土地后风险应对能力不足,就此结合甘孜州的实际情况提出了土地入股的"土地换股份"的长效利益补偿机制。The protection of the interests of landless farmers problems in process of development of hy-dropower resources have become the focus of academia and relevant government departments. Through the field survey questionnaire data of 312 landless farmers in 12 villages of 5 counties of GanZi, Yajiang, Kangding, Luding and Danba, this paper analyzes the risk perception and interest compensation of the land-less farmers. The study has found that most of landless households are dissatisfied with the compensation standard and the inadequate risk coping ability after losing their land. Combined with the actual situation of Ganzi, this paper puts forward the“land compensation mechanism of long-term interests of land for shares”.
