摘 要:自2004年以来,河南省进行了三轮矿产资源整合工作,在矿山数量减少、矿山开发布局优化、资源集中率水平提高等方面取得了显著的成效。本文通过对河南省矿产资源整合工作现状进行分析,总结其成功经验,指出其存在整合工作不到位、部分资源没有得到合理利用、整合途径缺乏多样性、缺乏对关闭矿山地质环境及生态安全的监管和常态化工作体系没有形成等问题,并提出相应对策建议:从编制合理科学的整合方案、制定常态化工作体系和相应的矿业产业发展规划三方面入手,着力于解决整合现状问题、完善制度体系建设和引导矿业产业发展。Henan Province has carried out three rounds of mineral resources integration since 2004, and achieved remarkable results: reduced the number of mines, optimaized the development of mines, improved intensive and scale level of mineral resources and so on. In this article, at first analyses the present situation of the mineral resources integration of Henan Province, and than summing up the successful experiences, and points out the problems: the integration is not perfect, some mineral resources are not been rational use, the lack of diversity in the way of integration, the lack of supervision of the geological environment and ecological safety of closure mines, and the normal working system has not formed, the article put forward as follows to suggest, to solve the problems: Through three aspects like organization the reasonable and scientific integrated planning, formulating the normal working system, and formulating the corresponding development plan of mines, to solve the problems of integration, perfect system construction and guide the mining industry development.
